Punjab ordinance became part of political dispute

In June 2022, Punjab Governor Baligh-ur-Rehman promulgated an ordinance that changed administrative arrangements connected with Punjab Assembly sessions and reduced certain powers exercised through the Assembly secretariat.

The measure emerged during an intense dispute between the provincial government and opposition over Assembly proceedings and the roles of the speaker, governor and provincial administration.

PTI opposed the move

PTI and its allies criticised the changes. Former prime minister and PTI chairman Imran Khan also attacked the provincial government's handling of the political situation.

Khan used strongly critical language about the government and alleged mistreatment of PTI workers. Those comments represented his political position and allegations at the time rather than independently established conclusions.

Legality was contested

The ordinance and the actions surrounding the Assembly dispute were challenged politically and legally. Competing sides offered different interpretations of the constitutional and statutory powers involved.

For that reason, describing the episode simply as the Punjab Assembly losing its “independent status” does not adequately represent the contested legal position. It is more accurately recorded as part of the wider 2022 Punjab constitutional and political dispute.
